The government today launched distribution of rice under the Vulnerable Group Feeding (VGF) programme among 3,30,000 extreme poor and flood affected people in haor areas.

Disaster Management and Relief Minister Mofazzal Hossain Chowdhury Maya inaugurated the 100-day programme through distributing food grains at Barahatta and Madan upazilas of the district.

Deputy Minister for Youth and Sports Arif Khan Joy, Disaster Management and Relief Secretary M Shah Kamal and Deputy Commissioner Dr M Mushfiqur Rahman, among others, were present.

The present government under the dynamic leadership of Prime Minister Sheikh Hasina will provide necessary assistance to the flood-affected people of the haor areas of six districts including Netrakona, the minister said this while distributing rice among the poor.

“I have come here at the directives of Prime Minister Sheikh Hasina to stand beside you during your crisis hours,” he said, adding, “We have buffer stocks of food-grains to meet any natural calamity.”

Under the 100-day programme, around 30-kg of rice under VGF programme along with Taka 500 will be provided for each family for buying other necessary products. Those, who are not interested to receive VGF foods, they will be able to buy rice at Taka 15 per kg under its OMS programme and Taka 10 per kg under fair price rice sale programme.

BNP secretary general Mirza Fakhrul Islam Alamgir on Tuesday hoped that their party will get united and stronger further through the countrywide visits of its 51 teams formed with senior leaders.

He came up with the hope after a meeting with the chiefs of the teams at BNP’s Nayapaltan central office that elaborately discussed their work plans.

Fakhrul said the teams were formed as per the decision of the party standing committee for paying a 15-day visit to the party’s 75 organisational districts from April 22 to May 7.

“The 51 teams will go to our organisational districts to hold formal and informal meetings with our grassroots leaders and activists, and give them necessary directions to reinforce their activities. They’ll also discuss all the important issues, including the next election and the possible movement,” he said.

Party sources said the teams will give the district leaders directives to take preparations simultaneously for the next election and a decisive movement to force the government to hold the polls under a neutral administration.

As the elections to six city corporations are likely to be held in mid-June next year, the teams will specially take care of those city units to ensure BNP’s success there replicating the strategy it used in Comilla city polls.

The next general election is to be held in January 2019, while that to Rajshahi, Sylhet, Khulna, Barisal and Gazipur and Rangpur city corporations in the middle of next year.

Besides, the teams will work to make the party men united removing conflicts, division and misunderstanding among them.

Three people sustained bullet injuries in a clash between the supporters of two chairman candidates at a polling centre during union parishad polls at Katharia union in Banshkhali upazila on Tuesday.

Locals said an altercation ensued between the followers of Awami League chairman candidate Ibne Amin and party rebel contestant Joynal Abedin near Dakkhin Bagmara Government Primary School polling centre around 12:45 pm.

At one stage, both groups exchanged gunfire, leaving three people, including a 10-year-old girl, injured with bullets.

Munir Hossain Khan, election officer of Chittagong region, said voting at the poling centre was suspended for half an hour following the incident.

Mohammad Rezaul Masud, additional superintendent of Chittagong police, said the injured were taken to Chittagong Medical College Hospital and additional security measures were taken at the centre following the clash.

However, voting in 14 Union Parishads in Banshkhali upazila was held amid some stray incidents of violence.

Former British Prime Minister David Cameron arrives here tomorrow on a very brief visit.

During his less than 24-hour maiden visit, the former Prime Minister of Britain is scheduled to pay call on Prime Minister Sheikh Hasina on Thursday morning.

He will also join a roundtable discussion of International Growth Centre (IGC), a UK-based organisation working in promoting sustainable growth in developing countries by providing demand-led policy advice based on frontier research.

Cameron, who was Prime Minister of Britain from 2010-2016, will also pay a visit to a DFID-funded project and a garment factory here.

He is currently holding the post of Chairman of Fragility Commission that introduced the International Growth Centre (IGC).

When contacted, a senior officer of the ministry of foreign affairs told BSS today that it will be Cameron’s personal visit to Bangladesh.

During his visit, the former British Premier will visit a number of DFID- funded projects and call of Prime Minister Sheikh Hasina, he added.

The Executive Committee of the National Economic Council (ECNEC) today approved setting up high-tech parks in 12 districts in the country.

The ECNEC gave the approval at a meeting at the NEC conference room in city’s Sher-e-Banglanagar with Prime Minister and ECNEC Chairperson Sheikh Hasina in the chair, said an official release.

The parks will be built in Khulna, Barisal, Rangpur, Chittagong, Comilla, Cox’s Bazar, Mymensingh, Jamalpur, Natore, Gopalganj, Dhaka and in Sylhet at a cost of Taka 1796.40 crore under the project titled “Establishing IT Park/High-Tech Park in District Level (12 Districts)”.

“Of the total cost, Taka 1544 crore will come from second line of credit from India, while Taka 252.40 crore from national exchequer. The project will be implemented from July, 2017 to June, 2020,” the release said.

State Minister for ICT Zunaid Ahmed Palak said the ECNEC approval will further strengthen the endeavors of the government of Prime Minister Sheikh Hasina and her ICT Affairs Adviser Sajeeb Ahmed Wazed to establish a knowledge-based society and digital economy by 2021.

“It will also boost our initiative to earn 5 billion dollars from the ICT sector by generating employment for 20 lakh youths,” he added.

The Executive Committee of the National Economic Council (ECNEC) today approved a project for construction of 560 model mosques and Islamic Cultural Centres in every district and upazila involving Tk 9,062.41 crore.

The meeting was held at the NEC Conference Room with ECNEC Chairperson and Prime Minister Sheikh Hasina in the chair.

“A total of 13 projects have been approved involving Tk 20,402 crore 75 lakh and 79 thousand,” Planning Minister AHM Mustafa Kamal told journalists at a post-meeting briefing.

Of the total project cost, Tk 9,672 crore 75 lakh and 79 thousand will come from the national exchequer and the funds organizations concerned and Tk 10,730 crore from project assistance, he said.

The government, he said, has taken steps to construct modern mosques and Islamic Cultural Centres with financial assistance of Saudi Arabia. These mosques and cultural centres will have library and other facilities such as Koran teaching, education of children and training of Haj passengers and Imams.

The project will be implemented from April 2017 to December 2019, he said, adding that the Saudi government will give Tk 8,169.79 crore while Tk 892.62 crore will come from the government’s exchequer.

The minister said the ECNEC cleared an IT project involving Tk 1,796.40 crore and Prime Minister Sheikh Hasina instructed the authorities concerned to construct an IT park in each district so that people can acquire more knowledge about ICT.

The prime minister also directed the authorities concerned to construct LNG terminal on land instead of sea, he added.

He said the ECNEC sent back a project related to rural poverty because the prime minister does not want a rise in the urban poverty. The prime minister said high rise building will have to be built for slum dwellers, the minister said.

Other projects are constriction of Patuakhali-Gopalganj 400KV transmission line and Gopalganj 400KV grid substation (Tk 3,294.24 crore), construction of Moheshkhali-Anwara gas transmission pipeline (Tk 1,109.23 crore), construction of road along the bank of Karnaphuli river from Kalurghat bridge to Chaktai canal (Tk 1,978.88 crore), expansion and development of important regional highways (Tk 798.15 crore), construction of Thanchi-Rimakori-Madak-Likri road (Tk 469.53 crore), construction of Cox’s Bazar-Teknaf marine drive road (3rd phase) (Tk 455.82 crore), upgrading the Sylhet city bypass-Garrison link to Shah Paran bridge terminal road into four-lane (Tk 235.66 crore), expansion and development of Khalishpur-Moheshpur-Duttanagar-Zinnahnagar-Jadabpur highway (Tk 78.40 crore), setting up of Sunamganj Textile Institute (Tk 97.22 crore), construction of three wholesale kitchen markets in Dhaka city (Tk 350 crore and introduction of 3G technology and 2.5G network expansion (Tk675 crore).

The life expectancy at birth in the country rose to 71.6 years in 2016 from 70.9 years in 2015, according to the results of Sample Vital Registration System of 2016.

“The life expectancy at birth in the country rose to 71 years and six months in 2016,” Planning Minister AHM Mustafa Kamal told reporters on Tuesday after the Ecnec meeting at the NEC-1 conference room in the city.

The average life expectancy was 70.7 years in 2014, 70.4 years in 2013 and 69.4 years in 2012.

The gain is much higher in the case of females with their life expectancy being 72.9 years in 2016. It was 70.3 years for males.

The Planning Minister revealed some major highlights of the ‘Bangladesh Sample Vital Registration System 2016.

According to the latest survey, the crude marriage rate (per 1,000 population) in 2016 was 14.3 percent, including 17.7 percent in rural areas, while 10.1 percent in urban areas.

The crude marriage rate (per 1,000 population) in 2015 was 13 percent, including 14.9 percent in rural areas, while 10.2 percent in urban areas.

About the marital status of population aged 10+ in percentage in 2016, some 39 percent of the male population are unmarried, some 59.4 pc currently married while 1.5 percent widowed/divorced/separated.

In the case of female population in 2016, some 26.3 percent are unmarried, some 63.5 percent currently married while 10.1 percent are widowed/divorced/separated.

About the marital status of population aged 10+ (percent) in 2015, some 38.6 percent of the male population unmarried, some 59.7 percent currently married while 1.7 percent widowed/divorced /separated.

In the case of female population in 2015, some 26.1 percent are unmarried, 64.1 percent currently married while 9.8 percent are widowed/divorced/separated.

Annoyed at its failure to resolve water-logging problem, Dhaka South City Corporation (DSCC) Mayor Sayeed Khokon on Tuesday said Dhaka Water Supply and Sewerage Authority (Wasa) has turned into a ‘failed’ institution.

Speaking at the inaugural programme of Dhaka Utsab, 2017 at Dhaka University’s TSC auditorium, he also said the Wasa services can be improved by either merging it with the DSCC or bringing a major change in its top management.

“Dhaka Wasa is fully responsible for managing water-logging and storm-water drainage system. As an elected-mayor, I’m bound to say Dhaka Wasa has now turned into a failed institution.” Khokon said.

He alleged that instead of ensuring proper services, Wasa is now busy with projects worth thousands of crores of taka. Are thousands crores of taka necessary for maintaining the Dhaka city’s drainage system?  I think Dhaka Wasa’s attention is quite enough to do it.”

He said water-logging problem can be resolved only by keeping clean the sewerage lines and storm-water drains. “But they’re not doing it.”

Dhaka University Debating Society and DSCC jointly arranged the programme.

Khokon also criticised Wasa for what he said its failure to supply usable waters to different parts of the city.

“There’s no water supply in many areas while in many areas it supplies filthy and stinky water. When we inform it its officials say there is a fund crisis. Either Dhaka Wasa will have to merge with DSCC or its top management should be changed. The current situation can’t be allowed to continue.”

Khokon also said the lack of coordination among the 56 agencies serving the capital city is a big problem in overcoming different mismanagements and providing better services to people.

Chief Justice Surendra Kumar Sinha on Tuesday lamented that the judiciary faces a ‘step-motherly’ behaviour during the tenures of all the successive governments.

“The executive never wants the judiciary to function independently although it provides security to the administration, too. The bureaucracy always considers the judiciary a rival,” he said.

The Chief Justice was addressing a reception accorded to him by Habiganj Bar Association at the Bar Library auditorium.

Noting that a country cannot turn into a developed one with only money, he said corruption must be uprooted, and the freedom of the judiciary and the rule of law will have to be ensured for this.

SK Sinha also emphasised speedily disposing of long-pending cases, blaming it on the shortage of judges.
